ANSA-EAP’s Stocktaking Guide
ANSA-EAP’s stocktaking framework uses four tools: scanning, scoping, mapping, and profiling. The templates serve as guides to help the researcher/investigator in scrutinizing the wider arena of social accountability. The researcher may add details and revise the items according to the goals, objectives and specific outputs of his/her study.

ANSA-EAP Updates
Regional Mentoring of Public Procurement Observers and Contract Monitors
Under its Philippine Desk program, ANSA-EAP conducted the Regional Mentoring of Public Procurement Observers and Contract Monitors in Malaybalay City, Bukidnon, Philippines on February 27, 2012.
Twelve (12) CSO observers from seven local organizations in Region 10 participated in the bids opening proceedings for Basic Educational Facilities Fund for the Construction of Water Sanitation Project for twenty-nine elementary schools in Bukidnon. Key action points identified from the learning activity for local observers were: (i) the need for continuous capacity building of CSO observers on GPRA provision, (ii) formalizing the CSO-government engagement through a MOA to establish a more predictable pattern of government engaging local CSOs in procurement monitoring, and (iii) continuous mentoring about the effective use of Procurement Monitoring Reports (PMR).

World Bank Creates Global Partnership for Social Accountability
The World Bank Board of Executive Directors has approved the creation of a Global Partnership for Social Accountability (GPSA). The GPSA is a new mechanism to scale up and support social accountability by beneficiary groups and civil society organizations (CSOs) in developing countries. The Bank’s Board will review operational details of the proposed Partnership in June.
Social Accountability on Air in Cambodia
The radio program Social Mirror, which broadcasts at Sarika FM 106.50 MHz every Monday from 5:00-6:00 pm, discusses social accountability and issues related to effectiveness of public service delivery.
