The public finance management (PFM) Reader-Learner Reference illustrates initiatives by citizen groups constructively engaging government in PFM decision-making. Public finance management, seen from a social accountability perspective, involves the following steps: participatory planning, participatory budget formulation, participatory budget review and analysis, participatory expenditure tracking and participatory performance monitoring.
The contents of the Public Finance Management Reader-Learner Reference is not meant to be prescriptive nor does it claim to be comprehensive. It is meant to help social accountability practitioners and other stakeholders to search for more relevant social accountability materials that focus on public finance management.
Public finance management materials refer to models and tools related to public finance management at the macro and micro levels. It includes operational frameworks, guidebooks, manuals, handbooks, guidelines, checklists, software programs, field guides, and guide notes, among others, that are specifically developed, designed and used for aiding, demonstrating, and implementing the steps of public finance management as seen from a social accountability perspective.
The Public Finance Management Reader-Learner Reference also includes key reference materials such as books, articles, essays, stories, online materials, and the like that cover and/or provide a deeper understanding of the practice of procurement monitoring such as context and background information, e.g. historical, economic, socio-cultural, and political background.
