In line with its strategic directions, ANSA-EAP in partnership with the Bantay Lansangan (Road Watch) or BL program of the Transparency and Accountability Network (TAN) designed and conducted 2 workshops on constructive engagement and consensus-building for governance reform.

The workshop aims was to engage participants in the value of consensus building among key actors involving government and civil society.  The specific objectives were:

  1. Appreciate/Explain constructive engagement and SAc, and its link to consensus building and dialogue within the BL context as concretized in the following:
    • Dialogue between citizens and government
    • Having clear process/guides/protocols for decision making and handling conflicts
    • Creating/Resulting in public value (which in the context of BL means “better roads”)
  2. Identify issues and challenges involved in the constructive engagement among key actors
  3. Identify strategies and tools of constructive engagement in a multi-stakeholder partnership
  4. Conceptualize ways and means of adapting these tools and strategies to BL environment
  5. Plan concrete action in strengthening constructive engagement in BL

The workshops were conducted in Cebu City, Davao City and Naga City.  Participants were BL volunteers and  Department of Public Works and Highways (DPWH) personnel from the regional office.
