Ms Armen Ria Toquero is the network fellow for the Northern Luzon Convener’s Group for ANSA-EAP.

She has been working since 1993 with non-government organizations (NGOs) and people’s organizations (POs), with focus on strengthening their capacities and helping them sustain their development programs.

She has been involved in grassroots organizing and training, participatory research and evaluation, organizational development and management, youth formation and development, community-based resources management, and partnership-building with educational, non-government, and government entities. 

Early in her career, Ms. Toquero worked at the Institute of Social Order (ISO) where she helped organize the fishers of Mariveles, Bataan, toward managing their coastal resources.

She then transferred to the Systems and Information Technology Development unit of ISO where she provided technical support to the Community-Based Coastal Resources Management Program of the institution.

In 1998, Ms. Toquero moved on to work in Planning, Research, Institutional Support, and Management Services (PRISMS) where she designed, coordinated, facilitated, and documented OD and management consultancy projects for international and local development organizations.

After five years in PRISMS, she was hired by the Center for Social Concern and Action (COSCA) of De La Salle University-Manila to head its National Service Training Program-Civic Welfare Training Service (NSTP-CWTS Program).

As Program Coordinator and Team Leader, she supervised, coordinated, and facilitated training and education initiatives for more than 3,000 students annually enrolled in CWTS; more than 20 NGO, PO, and local government partners; and over 40 external facilitators.

Ms. Toquero graduated with a Bachelor’s degree in Community Development in 1994 and is currently pursuing a Masters in Psychology.
