ANSA-EAP Project Report 2008-2011
Established in January 2008 as a three-year project between the Ateneo School of Government and the World Bank Institute, ANSA-EAP aimed to mainstream social accountability in the Asia-Pacific region. Since then, it has been a journey of learning for the ANSA-EAP network and its partners, who have come to realize that the value of social accountability is in broadening citizen-government relations to include constructive engagement through citizen monitoring.
In moving forward, ANSA-EAP aims to establish presence and develop stronger partnerships in other countries in the region. The cadre of social accountability champions already seeded and growing in the convener groups, partner networks, and network fellows will be the vehicle for an expanded, more competent and effective community of practice.

Citizen Participatory Audit Project
ANSA-EAP has partnered with the Philippines’ Commission on Audit to “enhance government transparency through citizen participation in the audit process and to increase awareness that a vigilant and involved citizenry promotes greater accountability in government.” through the Citizen Participatory Audit (CPA) Project. The project, funded by the Australian Agency for International Development (AusAID) will field special audit teams with COA and citizen auditors to conduct value-for-money or performance audits of selected government programs. The first program to be audited with the full support of Secretary Singson, is the DPWH-implemented CAMANAVA Flood-Control Project, whose effectiveness has been contested by residents in the past.
Checkmyschool: A Case Study on Citizens’ Monitoring of the Education Sector in the Philippines
This case study sheds light on the design and implementation features of the first pilot cycle of CMS in public schools across the Philippines. The case study discusses the general political background and operating environment of the CMS project, its concept and operating principles, the roles and incentives of the major stakeholders involved in its design and implementation, and the ways in which CMS aims to use ICTs.
The case study is also featured in a blogpost by Michael Trucano for the World Bank.
Advancing Participatory Governance through Accountable Leadership in the South Pacific
Dr. Angelita Gregorio-Medel and Mr. Adelfo V. Briones of ANSA-EAP designed and facilitated a workshop entitled “Advancing Participatory Governance Through Accountable Leadership“. The workshop was held on November 14 and 15, 2012 in the Best Western Hexagon International Hotel in Nadi, Fiji and was attended by eighteen participants from participating NGOs, communities and selected policy-makers from the South Pacific countries of Fiji, Tonga, and Solomon Islands..
