Conflict-Sensitive and Peace-Promoting Citizen-Led Monitoring (CSPP-CLM)
The office of the Presidential Adviser on the Peace Process (OPAPP) implements conflict-sensitive and peace-promoting peace and development projects expected to contribute to peaceful conditions in conflict-affected areas for an improved quality of life among community
members. Two such projects are the PAMANA (Payapa at Masaganang Pamayanan) and the CPDF (Community and Peace Dividends Fund).
OPAPP has set up accountability mechanisms that promote transparency and citizen participation in the implementation and monitoring of these peace and development projects to ensure the timely and responsive delivery of these programs and services
One such mechanism is citizen-led monitoring (CLM), which uses the social accountability approach. Through the CLM, trained citizens keep track of and assess if the peace and development projects respond to the community needs of conflict-affected areas and see if these projects contribute to peacebuilding and social cohesion.
OPAPP frames the peace and development projects under its conflict-sensitive and peace-promoting (CSPP) lens. Conflict-sensitivity means ensuring that development initiatives or undertakings do not have any negative impact or do not escalate tensions between parties in conflict.
The CSPP-CLM is OPAPP’s way of enhancing the capacities of key actors in using conflict-sensitive and peace-promoting lens in monitoring peace and development projects using social accountability tools and approaches.
The use of the CSPP-CLM approach is envisioned to build capacities of project partners, promote constructive engagement among project stakeholders, and resolve issues relating to project implementation. In addition, it aims to enhance meaningful citizen participation in
decisionmaking through engagement with national government agencies (NGAs) and local government units (LGUs), especially in matters pertaining to sustaining peace in their communities
