The Concerned Citizens of Abra for Good Government (CCAGG), a non-government, non-partisan organization formed in 1987, is an offshoot of the National Movement for Free Elections (NAMFREL, an election watchdog organization) in Abra Province. It also initiated the formation of the Northern Luzon Coalition for Good Governance to sustain regional efforts on good governance. 

To meet its objectives, CCAGG undertakes various initiatives: community organizing and research; participatory monitoring; indigenous peoples’ concerns; development projects; biodiversity conservation; peace building; building linkages and networking; and advocacy through radio programs such as “Allangugan.”

Its social accountability initiatives include the regular participatory project monitoring of audit, infrastructure and public works and the distribution of medicines. It also participated in the Textbook Watch project. Its efforts to engage the government has led to several achievements, among them:

  • Membership in the DPWH-Abra Pre-Bids and Awards Committee (PBAC) and the DPWH Inspectorate Team wherein its monitoring report is a prerequisite for the release of payments for projects accomplished; 
  • Accreditation as NGO Partner of the Department of Environment and Natural Resources (DENR) since 1989. CCAGG was contracted to monitor and evaluate ADB- and OECF-funded reforestation projects as well as regular funded projects using Inspection Chart Mapping (ICM). The CCAGG was also contracted by DENR to do a two-year community organizing project in the Forest Land Management Agreement (FLMA) areas in San Isidro and Nagtipulan, Lagangilang, Abra; 
  • Deputation by the Regional Project Monitoring Committee of the Cordillera Administrative Region (RMPC-CAR) to monitor foreign funded and regional projects in Abra since 1994 CCAGG has been involved in the following projects:
  • Monitoring of the Kapit Bisig Laban sa Kahirapan (KALAHI), rural special projects of the Office of the President in the Cordillera Administrative Region (CAR);
  • Participatory Project Monitoring for Good Governance” which involved conducting capability-building activities for monitors in the region;
  • Organizing and strengthening the Water and Irrigators Association to monitor the implementation of water and irrigation systems in five municipalities in Abra. In partnership with the International Budget Partnership (IBP) and “Abra Water and Irrigation System (AWIS) Watch”, the CCAGG will implement the different activities for its project, “Institution and Partnership Building for Good Government” that will run until July 2011; 
  • Trainings and mentoring for CCAGG partners on social audit and participatory project monitoring in Northern Luzon.
