A partner organization in Cambodia, SILAKA began as a training and capacity-building organization. SILAKA is part of various networks and organizations. It is a member of Social Watch Asia and Social Watch International, which are advocacy organizations on social development issues.
The Ministry of Interior incorporated SILAKA as a non-political, non-sectarian, local non-government organization in Cambodia in January 1997. SILAKA offers high quality trainings and consultancies on the effective management of projects, especially those focusing on gender equity and accountability.
The organization also works to localize the social accountability curriculum and materials to help raise greater awareness of the values of transparency and accountability among Cambodian stakeholders.
The World Bank in Cambodia, through its Program to Enhance Social Accountability (PECSA), has tapped SILAKA to provide assistance in establishing the first Social Accountability School in Cambodia. PECSA, endorsed by the Ministry of Interior, responds to the Rectangular Strategy of the Royal Government of Cambodia, which recognizes the central role of good governance in the country’s development strategies.
PECSA is a precursor of the Demand for Good Governance (DFGG) project, and was implemented to fulfill two main objectives: to enhance civil society capacities in designing and implementing social accountability and good governance; and to build on and scale up the existing efforts of civil society to help the government be more effective.
SILAKA is operating under the training and capacity-building component of PECSA.
In November 2008, SILAKA conducted a Social Accountability School for 64 participants and in March 2009, organized the First Assembly of Social Accountability School Alumni (SASA) for 109 participants.
SILAKA authored the country report on the state of Cambodia published in Social Watch International’s Annual Report for the past two years. Among its various publications are books that share concepts, tools and guide on advocacy skills and strategies for citizens living in a transitional society such as Cambodia.
SILAKA is also a member organization of Star Kampuchea that actively participated in the advocacy team in 2006 to develop advocacy agenda and implement monitoring activities with other network members.
