Since 1997, STAR Kampuchea has carried out successful advocacy programs. It takes the lead in improving coordination among partner organizations, their advocacy networks, and the communities. By including members from commune councils in program activities, it established a constructive and supportive relationship at the local level between government and CSOs.

STAR Kampuchea uses the media to increase the public’s awareness of gaps in law implementation and rights violations. It builds public knowledge through dissemination of material on matters of interest to them. It published a comprehensive study on land issues that made people aware of the legal framework governing land and tenure security. Aside from its own income-generating activities, STAR Kampuchea received international support from EED, DCA, DANIDA, NPA, Forum Syd, Oxfam / HK, World Bank – PECSA, ZFD, and ANGOC.
STAR Kampuchea mobilizes people and local NGOs and engages them in continuing dialogue on local concerns. It supported 11 Provincial Advocacy Networks in 11 provinces in resolving natural resource disputes and human right violations. Victims of illegal land grabbing or eviction were able to protect their land and livelihood through its efforts.

As part of its programs, it holds big public events like the Constitution Day Workshop and the Labor Forum, as well as local level workshops and forums, providing opportunities for citizen groups to voice injustices and law breaches to appropriate parties, resolve conflicts peacefully and at the same time enhance their understanding of the legal process. It also runs the following programs:

  • “Program to Enhance Capacity on Social Accountability” (PECSA), specifically, in introducing the concept of Social Accountability to more CSOs across Cambodia;
  • Advocacy Action Program (AAP) – mobilizes citizens and helps them to advocate for the creation of laws that encourage good governance and the proper implementation of these;
  • Worker’s Rights Program (WREP) – established in 2005, the program publishes Worker’s Rights Watchdog Magazine, and produces a radio program (Worker’s Voice) and the Labor Strike Monitoring Force to document rights violation from a neutral position;
  • Advocacy Building Program (ACP) – organized legal trainings and other venues for mutual learning and exchange;
  • Income Generation Program – based on the Volunteer Action for Cambodia Program (VAC) it aims to strengthen the capacity of CSOs by offering the services of international volunteers to local NGOs.
