Mr San Chey is ANSA-EAP’s Network Fellow for Cambodia. He is the founder and director of the Khmer Institute of National Development (KIND). KIND carries out an anti-corruption campaign, an awareness program and fundraising. KIND’s major projects are the Civic Alliance for Social Accountability (CASA) and the Motivation to Anti-Corruption (MAC) programs.
Mr. Chey has training in social accountability tools and techniques. In 2008, he received his certification as a social accountability practitioner following his completion of a course on “Social Accountability Skills in the General Concept of Governance”. Topics covered in the course included communication and media use, procurement and fund tracking, participatory planning, and dialogues and consensus-building with the government. He was mentored, in procurement monitoring practice in the Philippines through a World Bank-PECSA sponsored program conducted by the Ateneo School of Governance, PRIA and SILAKA.
From 2005 to 2006, Mr. Chey obtained certifications from VBNK trainings. He was certified in Commune Council Partnership Strengthening (CCPS). In 2006, he attended the Introductory Manager’s Development Program (IMDP). In the same year, he was certified in Project Planning, Monitoring and Evaluation (PPME).
He graduated with a Bachelor Degree in Literature and Humanity from the Royal University of Phnom Penh.
