In line with its efforts to promote social accountability approaches and tools among service providers and community of service recipients to monitor government performance, ANSA-EAP facilitated a scorecard workshop for national government agencies and CSOs involved in public procurement monitoring held at Sofitel Philippine Plaza Hotel from 27-28 October 2011.
The activity was aimed at (i) gauging transparency, accountability, participation, and efficiency in Philippine procurement process, and (ii) facilitating a dialogue between government agencies and citizen groups. Specifically, the objectives were:
- Identify gaps and issues in the procurement system
- Identify specific benchmark performance criteria and indicators for selected government agencies
- Explore the possibility of developing a direct feedback mechanism between procurement observers/monitors, contractors, and government agencies
Participants of the workshop were government officials and national CSOs involved in different stages of procurement process and monitoring stages i.e. the DepEd, DPWH, DOH, COA GWATCH, BBC, PWI, PBED, PICE, TAN, CAC, GSP, LAIKO, NAMFREL, BBC and P2N.
The above-mentioned participants are set to reconvene to generate performance metrics, discuss evaluation results and identify recommendations for improving the country’s procurement system.
