The Philippine Desk of the Affiliated Network of Social Accountability in East Asia and the Pacific conducted a five-day training workshop on Government Procurement Reform Act (RA 9184) participated by CSO representatives from fourteen (14) provinces in Regions V, VI and 10.
In light of the gradual unfolding of opportunities for wider citizen participation, the training workshop aimed at building the capacities of civil society organizations’ and citizen groups’ engagement in public procurement processes and local monitoring of government programs. The specific objectives were as follows:
- Explain and describe social accountability as a basic principle of good governance and democratic practice
- Identify and explain the different processes in public procurement and contract monitoring
- Identify different approaches and models for monitoring public procurement and delivery of goods and infrastructure projects for education (e.g. textbooks, school furniture and school buildings construction)
- Identify existing contract monitoring tools and ways of appropriately adapting and using these
- Identify key steps in mainstreaming constructive engagement and strategies in expanding the base of procurement monitoring practitioners in the three regions
The training was held in Cebu City from 23-29 September 2011. Participants were from 14 provincial pilot areas viz: Albay, Masbate, Sorsogon, Camarines Norte, Catanduanes, Aklan, Antique, Guimaras, Capiz, Iloilo, Negros Occidental, Bukidnon, Misamis Oriental, Misamis Occidental and Lanao del Norte.
