Description
ANSA-EAP will run Community Scorecards (CSC) on three of DSWD’s key development programs, namely Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDDS), Sustainable Livelihood Program (SLP) and the Pantawid Pamilyang Pilipino Program (4Ps). As a social accountability tool, the CSC supplements the agency’s regular monitoring and evaluation (M&E) with the participatory approach.
The projects aims to introduce the CSC as the local implementers’ systematic guide for gathering and analyzing the community beneficiaries’ feedback on the programs and co-determining appropriate courses of action for improvement.
The Facilitator will facilitate the of the CSC activity in two barangays.
Minimum Qualifications:
- Graduate of any four-year course;
- Has good communication skills;
- Familiar with the Citizen Scorecard process preferred
- Speaks and understand in the local language of the area (Iloilo, Cagayan de Oro City, Naga City) preferred.
Tasks and Functions:
The FACILITATOR is expected to perform the following tasks:
A. Pre-Event
- Attend the orientation on the DSWD project and Community Scorecard (CSC).
- Provide inputs on the CSC design module
- Help in the adaptation of the course to local conditions
- Help in the identification and preparation of needed materials for the CSC
B. Event Proper
- Coordinate the distribution of materials, ensuring participants have them in advance
- Be available to ensure the smooth flow of CSC process
- Provide necessary technical guidance to the participants in accomplishing the outputs required
- Provide coaching to the participants towards deepening and sharpening their discussion
- Supervise the documenter during the CSC proper
C. Post Event
- Submit a report on the conduct of the CSC.
- Be available for consultation on the Final report and presentation
