Save the Children Philippines (SCP) implements the Alert, Accountable and Resilient Communities (A2RC) Project. It provides technical support to government agencies in improving its risk reduction and response mechanism towards building resilient communities. One of its major contributions is the development and institutionalization of the Quality Assurance System. This provides barangay governments with standard processes, tools, and templates enabling them to implement a risk-informed, participatory, and responsive disaster risk reduction and management (DRRM) programs. It also encourages the active participation of community sectors in the planning, implementation and monitoring of community based DRR programs.
ANSA-EAP is engaged by the A2RC Project to provide the testing of capacity-building tools similar to the ones used in the CSS Project. The learning sessions are face-to-face, involving children in the community, their parents, and barangay officials. The aim is for the children to engage the barangay officials, using child-centered social accountability (CCSA) approaches, to present the risks and hazards they have identified in the community. Barangay officials are also provided with trainings on child rights and child rights governance, CCSA, and a special session on “listening to children”. During the interface meeting, the children present their issues to the barangay officials, who in turn provide them (the children) with the correct (and understandable) policy information, or, if no policy has been formulated yet, to develop appropriate policies in response to the children’s issues.
To date, two barangays in the City of Malolos (Bulacan) have run the test-pilot sessions.
