Training on SAc Tools: Community Scorecards and Citizen Report Cards

The Affiliated Network for Social Accountability in East Asia and the Pacific is gathering SAc practitioners and advocates in the areas of procurement, peace and development, education, and extractive industries  for a training  on social accountability tools from 3 to 7 August 2011 at Holiday Inn Silom, Bangkok.  The training will focus on two SAc tools: citizen report cards and community scorecards.  Dr. Gopakumar Thampi, Chief Operating Officer of ANSA South Asia Region (SAR) will be the main trainer and facilitator.

Citizen report cards (CRC) and community scorecards (CSC) are both participatory research methodologies used to assess government’s performance in delivering services to citizens.  While these tools differ in scope and feedback loop, both can be instruments for civil society advocacy and empowerment. In many instances, such tools have been useful in enabling citizens and communities to demand accountability from government in various sectors—education, health services, water services, among others. 

Participants to the training are ANSA-EAP partners from the four priority countries of Cambodia, Indonesia, Mongolia, and the Philippines; and Timor Leste.
