Citizens’ engagement in local project monitoring is not accepted well by sub-assistant engineers (SAEs) as monopolistic control over the sites and chances of rent seeking from the contractors are shrinking for that.
The project directors and contractors concerned are hardly present at the sites while their representatives present there try to avoid the citizens, thus refusing to be accountable, according to findings.
The contractors’ attitude towards citizens’ engagement has been found to be extremely negative as they feel they are already intensively monitored by the relevant authority.
