Commission on Audit (COA) Associate Commissioner Heidi Mendoza told the Chronicle this week that “Disaster Funds” would be the next COA Program under the so-called “Citizens Participatory Audit” (CPA).
CPA means COA will partner with upright citizens to investigate the usage of lump sums under the “Disaster or Emergency Funds” to include the Zamboanga, Santi and Vinta typhoons and the Bohol-Cebu Earthquake.
The Bohol P5.1-B identified Rehab Fund would likely cover roads, bridges, municipal halls, police stations, schoolhouses, other government hard assets and restoring power and water lines- prejudiced by the 7.2 Killer Quake.
The move for a “CPA” on Disaster Funds came in the wake of formal plunder charges filed against 24 national government, LGU and NGO persons who pocketed the entire P900-Million of the Malampaya Funds intended for the farmer-victims of the typhoons Ondoy and Pepeng. Those charged included former president GMA, her then Executive Secretary Eduardo R. Ermita, former DAR secretary Nasser C. Pangandaman and former Budget Secretary Rolando Andaya,among others.
