Twenty-three (23) key executives of the Commission on Higher Education (CHED), including middle- and senior-level managers from all over the Philippines, participated in the session on “Mainstreaming Social Accountability to the Commission on Higher Education” conducted at the CHED Building in Diliman, Quezon City, on 1 August 2011.
Mr. Adelfo V. Briones, Learning and Capacity Building Specialist of the Affiliated Network for Social Accountability in East Asia and the Pacific (ANSA-EAP), was the resource person/facilitator of the session. The session introduced the participants to social accountability, focusing on its importance in the practice of good governance and on how it promotes constructive engagement between the government and citizen groups.
The session also challenged the participants to become champions of social accountability in the agency by opening their doors to citizen participation and monitoring.
The session was a topic for the course on Driving Performance for Integrity and Service, which is a part of a series of course of the Development Academy of the Philippines (DAP)-CHED program on the Competency Development and Enhancement for CHED Executives (CDECHEDE).
The CDECHEDE program is a project of the DAP in partnership with CHED to develop the capabilities of the CHED officials in terms of executive leadership and organization management. The curriculum of the program is primarily designed after the Competency Standards for Career Executives Service Officers (CESOs), with the addition of other significant management areas that are currently being faced by government executives, which includes Sustainable Development.
