Description

ANSA-EAP will run Community Scorecards (CSC) on three of DSWD’s key development programs, namely Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDDS), Sustainable Livelihood Program (SLP) and the Pantawid Pamilyang Pilipino Program (4Ps). As a social accountability tool, the CSC supplements the agency’s regular monitoring and evaluation (M&E)  with the participatory approach.  

The projects aims to introduce the CSC as the local implementers’ systematic guide for gathering and analyzing the community beneficiaries’ feedback on the programs and co-determining appropriate courses of action for improvement.

The Researcher-Writer will be prepare and package all the project’s written outputs.

Minimum Qualifications

  • Graduate of any four-year course;
  • Has excellent writing skills;
  • Familiar with the Citizen Scorecard process preferred

Tasks and Functions

The RESEARCHER-WRITER is expected to perform the following tasks:

A. Pre-Event

  1. Attend the orientation on the DSWD project and Community Scorecard (CSC).
  2. Collect all relevant materials on CSC.
  3. Prepare the design and program of the CSC module, which should be adapted to local conditions.
  4. Help in the identification and preparation of needed materials for the CSC.


B. Event Proper

  1. Observe the CSC process in at least one barangay.
  2. Remotely supervise the documentation of the conduct of the CSC in all barangays


C.Post Event

  1. Review all documentations.
  2. Prepare the presentation materials to the regional meeting with DSWD.
  3. Prepare the CSC manual and the final project report.
